Prepared October 4, 2026. This draft describes proposed terms and practices for the planned Level Best Learning course platform. It must be reviewed, completed, and approved before it becomes an effective policy.
1. Scope and acceptance
These proposed Terms of Use govern the Level Best Learning website and related online courses, materials, and services (the "Services"). Level Best Learning is built by SB Thomas & Associates. "You" means the visitor, learner, or organization using the Services.
This draft is not yet effective. Once the final terms are approved and properly presented, using the Services or accepting them during enrollment will establish the applicable agreement. A separately executed organization agreement controls where it conflicts with these terms. Mandatory legal rights are not waived.
The learning platform is planned to be hosted by Online Course Host. Applicable platform terms and notices may also govern its technical features. Level Best remains the contact for its course content, enrollment questions, and training services.
2. Eligibility, accounts, and team access
The Services are designed for professional learners aged 18 and over. Provide accurate information and keep your account credentials secure. Individual accounts are for the assigned learner; do not share credentials or use another learner’s account. Notify us of suspected unauthorized access.
If you enroll on behalf of an agency or organization, you must have authority to arrange that enrollment. Team access, seat assignments, reassignment rules, administrator permissions, and reporting will be described in the applicable order or agreement. A team purchase does not automatically authorize unlimited users.
3. Enrollment, fees, and course availability
A waitlist signup expresses interest and does not create a paid enrollment, guarantee a launch date, or reserve a seat unless we expressly confirm otherwise. Course descriptions, included resources, prices, access duration, technical requirements, and any prerequisites will be disclosed before purchase.
Payment and billing terms, taxes, renewal terms if any, and cancellation or refund conditions must be provided at checkout or in a written agreement. This draft does not establish a refund window or an automatic-renewal plan. Applicable consumer rights remain available.
We may improve or update content and features. If a material change affects purchased access, we will communicate available options consistent with the applicable agreement and law. Access is not described as lifetime or perpetual unless the purchase terms expressly provide it.
4. Course materials and downloadable resources
Level Best and its licensors retain rights in course videos, written lessons, assessments, graphics, branding, and other materials. Authorized enrollment grants a limited license to access the materials for the assigned learner’s professional development during the stated access period.
Templates, checklists, and worksheets expressly offered for adaptation may be downloaded and modified for your own professional use and your organization’s internal work. Follow any resource-specific license or attribution requirements. You remain responsible for reviewing adaptations for your projects, policies, and applicable requirements.
You may not resell, publicly distribute, upload to another training platform, sublicense, or use the materials to create a competing course without written permission. Do not record or redistribute course videos or assessments, share accounts, remove ownership notices, or imply that Level Best endorses your adapted materials.
5. Educational purpose and professional responsibilities
Training provides general professional education. It is not legal, engineering, architectural, accounting, procurement, safety, or other project-specific professional advice. Consult the appropriate qualified professionals and authoritative sources for actual decisions.
Courses complement your agency’s policies, procedures, HUD guidance, and role-specific training. Regulations and guidance can change. You are responsible for verifying current requirements and applying appropriate judgment to each project. Level Best does not guarantee compliance, audit outcomes, procurement approval, project performance, or eligibility for funding.
A completion certificate records satisfaction of the stated course requirements. It is not a professional license or government certification, and continuing-education credit is not guaranteed unless expressly stated and accepted by the relevant organization. References to HUD or other agencies do not imply government endorsement.
6. Acceptable use and learner submissions
Use the Services lawfully and respectfully. Do not harass other users, submit unlawful or infringing content, distribute malware, disrupt the service, circumvent access controls, scrape protected materials, impersonate another person, or misrepresent course completion.
Only submit information you are authorized to share. Do not post resident records, sensitive personal information, confidential bid or procurement details, or restricted agency documents. You retain rights in your submissions and give Level Best and its service providers permission to host, display, and process them as needed to operate the relevant course, support, or discussion feature.
Discussions may be visible to other enrolled participants. We may remove content or restrict conduct that violates these terms. Submission of feedback does not transfer ownership of your confidential materials to Level Best.
7. AI features and third-party resources
If a learning assistant is available, its responses may be incomplete or inaccurate. Verify important information with course materials, authoritative guidance, and qualified professionals. Do not rely on automated responses as project-specific advice or submit sensitive information to the assistant.
Third-party links and resources are provided for convenience. Their availability, accuracy, terms, and privacy practices are controlled by the relevant third party. Online Course Host and other providers may be needed to deliver technical functions described at enrollment.
8. Privacy and communications
Our Privacy Policy draft describes proposed handling of personal information. Authorized organization administrators may receive relevant training reports where disclosed during sponsored enrollment.
We may send necessary service communications about access, purchases, security, and course changes. Marketing preferences can be changed without opting out of essential service notices.
9. Availability and suspension
Services may be interrupted by maintenance, technical issues, or provider outages. You are responsible for a compatible device and internet connection. Contact us if an interruption materially affects your purchased access.
We may suspend access when reasonably necessary to address unauthorized use, a security issue, unlawful conduct, or a material violation. Where practical, we will provide notice and an opportunity to resolve the issue. Suspension, termination, and any payment remedies remain subject to applicable law and your purchase or organization agreement.
10. Warranties and responsibility
We aim to provide useful and accurate educational content, but cannot promise that every resource will be error-free or suitable for every project. To the extent permitted by law, the Services are provided on an "as available" basis without additional implied warranties beyond those that cannot lawfully be excluded.
Responsibility for damages and available remedies will be determined by applicable law and any valid purchase or organization agreement. Nothing in these terms excludes liability that cannot lawfully be excluded or limits a nonwaivable consumer right. No arbitration requirement, class-action waiver, or fixed monetary liability cap is established by this draft.
11. Changes, agreements, and disputes
We may revise the final terms prospectively as the Services change, with notice and assent where required. Material changes to an existing paid agreement will be handled under that agreement and applicable law. Posted changes do not automatically rewrite a separately executed agency contract.
Please contact us first about a dispute so we can try to resolve it. Applicable law and any signed agreement govern unresolved matters. Governing-law and venue provisions for the final terms require attorney approval. If a provision is unenforceable, the remaining provisions apply to the extent permitted by law.
